To provide access to affordable housing services to people living with HIV/AIDS and their families in a dignified manner.
HOPWA Program
The Tri-State HELP (Housing Environment for Living Positively) HOPWA (Housing Opportunities for Persons With Aids) is a needs-based program for low-income persons living with HIV/AIDS and their families who live in Montana, North Dakota, and South Dakota and need housing assistance and/or related supportive services.
DO I QUALIFY?
At least one person in the household must be HIV positive, and the household income cannot exceed 80% of the area median income in your county, as determined by HUD.

Housing Search and Assistance
Housing Counseling
Fair Housing Information
Assistance in completing housing applications

Initial and ongoing assessment of clients needs and personal support systems
Development of a comprehensive Individualized Service Plan
Coordination of services required to implement the plan
Client monitoring to assess the ongoing effectiveness of the plan Periodic re-evaluation and revision of the plan as necessary
Client-centered advocacy

Funding includes, but not limited to, health, mental health, assessment, permanent housing placement, drug and alcohol abuse treatment and counseling, day care, personal assistance, nutritional services and in accessing local, state and federal government benefits/services. Supportive services amounts may be limited depending on available funding.

On-going monthly rental subsidy to pay difference between fair market rent/rent reasonableness and tenants contribution
Tenant-based rental assistance subsidy tied to tenant and may be used with private landlords
Tenant pays the higher of 10% gross income or 30% adjusted gross income
Does not provide first months rent or security deposit
Assistance must be paid to a third party (No cash payments)
How Do I Apply?
An application for placement on the waiting list for the Tri-State HELP program can be obtained at the office of Sioux Falls Housing & Redevelopment Commission during office hours: Monday - Friday 8:00 am - 5:00 pm. To have an application mailed call 605-332-0704
